يا أيها الذين آمنوا كتب عليكم الصيام كما كتب على الذين من قبلكم لعلكم تتقون # أياما معدودات فمن كان منكم مريضا أو على سفر فعدة من أيام أخر وعلى الذين يطيقونه فدية طعام مسكين فمن تطوع خيرا فهو خير له وأن تصوموا خير لكم إن كنتم تعلمون # شهر رمضان الذي أنزل فيه القرآن هدى للناس وبينات من الهدى والفرقان فمن شهد منكم الشهر فليصمه ومن كان مريضا أو على سفر فعدة من أيام أخر يريد الله بكم اليسر ولا يريد بكم العسر ولتكملوا العدة ولتكبروا الله على ما هداكم ولعلكم تشكرون
Meaning: "O ye who believe, fasting obligatory upon you as required above those before you, that ye may be righteous. (183) (Fasting) for a certain number of days. So whoever among you is ill or in transit (and he is breaking), then (wajiblah fast for him) as much as the day that left it on other days. And a must for serious people who run it (if they are not fasting) ransom, (that) the feeding of one poor. Whoever that the willingness does good, then that is better for him. And fast is better for you if ye but knew. (184) (Some of the appointed day it is) the month of Ramadan, the month in which reduced (beginning) the Qur'an as guidance for human and explanations of instructions and a differentiator (between the right and the false). Therefore, whoever among you is present (in a country where he lives) in that month, then let him fast the month, and whoever sick or in trips (and then he broke), then (wajiblah fast for him), as many days left, on the other days. God desires ease for you, and do not want hardship for you. And ye, and let moderation bilangannya glorify God for guidance His given unto you, that ye may be grateful. (185) "(Surah Al-Baqoroh: 183-185)
Muhammad-sholallahu 'alayhi wasallam, said:
بني الإسلام على خمس: شهادة أن لا إله إلا الله وأن محمدا رسول الله, وإقام الصلاة, وإيتاء الزكاة, وحج البيت, وصوم رمضان
It means: "Islam is built upon five basic: shahada" there is no god has the right to be worshiped except Allah and Muhammad is Muhammad, "establish prayer, pay zakat, hajj and fasting ramadhan kebaitullah." (Agreed Alaihi)

Not being hindered as menstruation or childbirth.

وعلى الذين يطيقونه فدية طعام مسكين فمن تطوع خيرا فهو خير له وأن تصوموا خير لكم إن كنتم تعلمون
It means: "And mandatory for people who run it hard (if they are not fasting) ransom, (that) the feeding of one poor. Anyone who does good compliance, then that is better for him. And fast is better for you if you but knew. " (Surat al-Baqoroh: 184)
When it comes down above verses, Ramadan fasting has not been required. a Muslim is only given a choice between fasting and feeding a poor.
Stage Two: mandatory fasting with no choice. ie after the descent of the verse after verse above. Allah says:
فمن شهد منكم الشهر فليصمه ومن كان مريضا أو على سفر فعدة من أيام أخر
Meaning: "Therefore, whoever among you is present (in a country where he lives) in that month, then let him fast the month, and whoever sick or traveling (and then he broke), then (wajiblah fast for him), as many days the left, on the other days. " (Surat al-Baqoroh: 185)
God requires that Ramadan fasting with no choice as the first stage. and whoever finds the month Ramadan then he should fast for the month. and if sick or in traveling then it is obligatory for him to replace the day outside the month of Ramadan as many days left.
That glimpse of the law of fasting Ramadan. we as the Muslim Ummah is fitting to give thanks for having made a start this month to us and we glorify God for His command has entrusted to us, that is His command to fast Ramadan.
